Default Help! Ticking sound when turning steering wheel

This is starting to drive me crazy! Had my mechanic replaced my wiper motor and stalks for the wiper and turn signals as they all were either broken or hardly working. Anyways, everything works great now, including my horn and cruise control but the rotary coupler is making an awful ticking noise anytime I turn the wheel. I bought a used one and he told me that the used ones won't work and I'd have to buy a new one, he said if it were him he wouldn't worry about it but I can't stand noises that aren't supposed to be there so I need to get this fixed asap lol. Is it true that you have to get new ones? Or is there a way to use a used one properly or even fix the one that's in it. Any help would be greatly appreciated.

How do you go about it to make sure that they don't click continuously when turned?
