Lucky 8? Not so much.
I ordered a set of front axle seals from them off ebay - waited a long time for shipping because of the weather - finally I got an email saying they were delivered via USPS - ran out to the mail box - no joy. Waited a day for another mail delivery - nothing. Notified the seller that even though the tracking said the parts were here they were not. Got a copy of the tracking email as a reply. Wrote back restating the problem, got the same tracking info reply. No help what-so-ever.
You'd think they'd at least reply in person to my messages instead of just throwing the stupid tracking info at me. I've ordered a lot of things from them and have talked them up to other Rover owners. I guess that will change. I guess my loyalty isn't worth a $14 order.

It was delivered, just not to you. It's in someone's mailbox.
It's a hard issue to deal with, because the sender has no way of proving you didn't receive the item, but a $14 order from a long time customer, should have just been replaced.
Literally, over the past few years, dozens of packages have been delivered to my house in error. At one point it was a twice a week occurrence. 100% of someone else's packages were delivered to my house. I track down who it belongs too and deliver the packages, but not everyone does when they receive a wrong package.

I have only ordered a bonnet cable and an exhaust from them. The cable failed on the first pull (Britpart, go figure) and they kindly refunded me. The exhaust was well priced and fit perfectly. No complaints from me.

Yep, it was delivered...just not to you. If it says it was delivered...what "should" the vendor do? The issue is with the carrier. Had parts dropped off at the neighbors just the other day, said it was delivered. Didn't call the vendor...emailed the carrier...who...just sent a standard message saying they would investigate. Neighbor brought it over the next day.
