Mechanical "whirring" noise when decelerating to a stop

Default Mechanical "whirring" noise when decelerating to a stop

Because of recent issues I have been having with my Rover, I have been driving around with the radio off trying to determine the sources of some of the random noises, vibrations, etc. that I have been experiencing. As a result, I just noticed that every time I decelerate to a stop, say from 5mph to 0mph, there is a whirring sound, as if the CD player were trying to change CDs, and comes from somewhere under the passenger side dash. Any ideas what this could be. It sounds like the CD player (tho that is under the passenger side seat). Thanks in advance.

Maybe on other side of the firewall, Secondary Air Pump? Could unplug to verify. See attached.

I don't have SAI. On a side note, was SAI only in cars from CA?

They turn up in the darndest places thanks to military and corporate moves, auctions, etc.

On the older cars, yes. (or maybe California and other communist places like on the east coast, not sure) On newer cars it became more and more popular, to reduce Land Rover's overall emissions. By 03 they pretty much all have it, to get ULEV status.
