Is my condenser fan broken?

back to fan functioning question....i had a 40 amp fuse blown and i found out my fan was seized. i replaced fan with used but good one, and when is fan supposed to come on??
when i put on my ac i do not see fan turning at all.
if fan is supposed to come on when ac is engaged besides fuse what else could be the main cuplrit???
