That electric fan noise at start up also happens on vehicles equiped with secondary air injection, or SAI. You'll have metal "gas pipe" flex hoses around the manifold. Normal to run, but noise indicates bearings going. There is a filter inside it that can be cleaned out.
Another Houston fun fact, they never gave the humidity on the weather report. Always 95% + I guess. So now I'm in the Savannah area, flat, same weather, hurricanes, and nothing inland for hundred miles plus. Coastal livin', no chillin'.

They DO hum quite loudly. It sounds like a portable vacuum running for a minute or so, then it turns off. Should only come on during a cold start in the morning, or I guess whenever it's cold enough.
That's it exactly. Only when it's cold.
You were exactly right on your diagnosis. Looks like the outbound most hose was leaking. Of course, I broke the plastic line in about 4 pieces. Also, I have no idea how to remove the funny clamps used. I sure hope the dealer is open so I can pick up parts today. I doubt Autozone will have this plastic line. The throttle body is filthy also. What do you recommend to spray in there to clean it? I used some mass air flow sensor cleaner, it the results were marginal.
Autozone carries Throttle Body Cleaner. That and a Very soft rag will do. Don't scrub hard.
Drove almost an hour to get to the dealer to find out the parts dept closed 15 minutes earlier. I did find out though that the throttle body gaskets leak. That may actually be my problem. I wish I had known that prior to breaking this coolant line. 
Looks like I better replace the gaskets and the plate along with the line and then I'll be fine. Much better news than head gaskets. Good thing I ran into the Service Manager.
