And you show to be in park on the dash indicator? What if you try starting in neutral?

You can use a small wire jumper to momentarily short the black / orange wire to ground. That should make relay pull in, and starter to rotate the engine (belt will move). What we don't know is if the ECU is holding off cranking for some other reason (spark not on, fuel pump not enabled, etc.). When you try to crank, do you ever hear fuel pump run even for a few seconds (it is in the gas tank)?

If ECU is not settting the main relay, and other things are not working, we could be looking at a bad ignition switch. So even if we can hot wire the starter, engine may not start due to no fuel and/or no spark. And we may have more "hot wire" work to do. But I would be hesitant to start chopping away at it until you have at least a meter on hand.

Not sure what level programmer would be needed to work on BCU. No dealer in entire country?

Also, if stuck with no meter, and need to electrically test fuses, can use one of the dome light or tail light bulbs, just put fuse in series with it and touch between + battery and chassis. I really hope you have a simple fuse problem and not a zombie BCU. With no dealers, might be quite a challenge, having parts shipped in, etc. One possible test unit would be from Autologic, but you should check with them first. My understanding is that a new BCU will "learn" the ECU connection, wthout a programmer. The jump from no voltmeter to a shop level tester is steep.
