Default No power steering at low RPM

Hello all. I have been the proud owner of an 04 disco (120K, 4.6 V8) for almost a week and I'm looking for some guidance with a power steering issue. i dont have any power assist until engine is above 1100RPM then it works as expected. Reservoir is topped off and fluid looks good. There might be some seepage around the high pressure fitting on the PS pump but i also have and oil leak that might be causing that residue. The belt feels tight and looks good, Should my first step be replacing the pump?

It could be your belt tensioner. How old is it?

Also, are you 100% that your belt is routed correctly?

Not sure on the age. is there a way to test them. Ill verify on the routing but i am pretty sure its correct

Ok i checked the routing and it was good. however when i look at the belt i noticed a couple cracks. If I press on the belt between the tensioner and the alternator i get about 1/2 inch deflection. So maybe a new belt first?

Belt it's probably not, but if it has cracks, a new one is a good idea.

ps pump

then ps box.

hopefully one of them changes it.

try changing the fluid...sometimes the po might have put the wrong fluid in or has never changed it.
