The connectors are in the electrical library section with the pins numberd, the wiring diagram shows the connector number, wire colors, and the numbers. Instructions are in the very front of the manual.

Yeah, I definitely didn’t have the proper sections of the manual. I’ve found it now and will parse through it.

Update: We ordered a new Bosch CPS and tested continuity on the wiring to the ECU and still have no start. We get no reaction on the tach while cranking and while I have not put a pressure tester on the fuel rail, it does build up pressure while cranking. I’m at a bit of a loss here.

Pull a spark plug and see if you're getting any spark while cranking. Then pull the injectors off and leave them connected to the wiring and see if they squirt fuel while cranking.

Another alternative is to swap ECU / BECU / instrument cluster and see if it will run with different ECU. I did have one die once

It’s always good to have a spare Rover lying around! I swapped out the ECU, BECU and cluster from my ‘04. I was a little disheartened when the security light came on and it wouldn’t crank. I remembered reading somewhere it needs to sit with the key on for 10-15 minutes. After that the red light was out and she cranked over. It took a few try’s, but she fired up! Now to find him parts so I can have line back!
