Default No start, no spark. New CPS. Need help!

How do I figure out what's not working? I checked voltage to the coil and it's only 1.6 volt...

How have you verified the "no spark" condition? Here is a wikihow article which tells you how to test for spark and to test the coil.

I bought a Lisle 19380 spark tester for cheap.
You place it on the spark plug wire while the engine is running and it lights up the bulb if you have spark.

My 96 is doing something similar. It has been sitting a lot more since I have a different daily driver now.
The last two times I've started it, it has fired right up. But when giving throttle it bogs down, sputters, backfires. Rich smelling exhaust.
Both times I have let it idle for 15-20 minutes and come back and it was fine. I think mome has to do with water/dampness. When the engine sufficiently warms up the water evaporates and the problem goes away.
