Default Noise from left of steering column

I have this whirring noise coming from the area circled on the picture. It sounds kind of like a fan running. It's faint enough to where you can only hear it while stationary.

I'm leaning towards it being power steering, but I figured I'd ask some more knowledgeable people first.

No PS leaks, fluid level is OK.

Your ears are fine tuned by listening to fabulous music. And the best talk radio. It is indeed a small fan, used by the HVAC system to move air about on some sensors.

That is the air sampling fan for the HVAC system.

And I would have guessed that an attorney of your stature would be driving a much newer Land Rover! (I finally realized where I'd seen your username)

If it's really noisy, you can clean and oil it. Mine was pretty noisy, so I sprayed Electronics cleaner in there, then followed up with WD-40, and now I hear NOTHING. Yeah

Just try not to get the WD-40 on the fan itself, only the motor shaft to prevent further dirt buildup.

Some people remove the fan for servicing, but I did it right through the grill with some long spray tubes that come on the spray cans and it reached fine. Big difference in how loud it was.

EDIT: Spray the cleaner all over, including the fan. WD-40 ONLY on motor shaft. Also, place a towel below to catch runoff to save your carpet.
