Default Is this normal?

Both discos have collapsed coolant hoses when cold. Both are new LR OEM hoses.

You most likely have a bad radiator cap. Check the overflow tube for clogs as well.

Both the overflow tubes and radiator caps are new, from Lucky8. Any other brand I should try, assuming this one shipped broken?

Try taking the radiator cap off and see if the hoses pop back. If it doesnt, there's a clog somewhere downstream. The prior owner of my Disco replaced the overflow tube with a generic rubber fuel hose; I would probably go this path again, since the plastic tubes have a tendency to crack.

Then I would say they're your problem. I used a Gates piece when I replaced mine.

Lucky8 shipped a new one out to me yesterday. Will report back when I receive it.
