Default Oil Bypass Valve

I'm in the middle of a head gasket job and decided to remove the front cover to replace the oil pump and timing gears/chain.
I removed the retaining clips and managed to get the caps out but discovered one side is complete with the spring and valve but the other side was missing the valve and spacer. (See attached picture)
Why the hell would someone have left out those parts and where can I purchase them other than the dealer?
Also I don't see any detail of the oil bypass components in the RAVE, am I missing it?
Thanks

I've not had mine apart, but I think I remember reading that one side does not have the valve, so you're fine. Others should be able to confirm.

From Full Rave D1 Section 4.0 & 4.6 litre V8 ENGINE OH manual:
13. Oil pressure by-pass valve assembly
14. Oil pressure relief valve assembly - if fitted

The full flow lubrication system uses a gear type oil
pump driven from the crankshaft. The assembly is
integral with the timing cover which also carries the
full flow oil filter, oil pressure switch, oil pressure
by-pass valve and oil pressure relief valve - if fitted.

Oil pressure by-pass valve - inspection
1. Clean by-pass valve components and plunger
bore in timing cover.
2. Check plunger and bore for scoring and that
plunger slides freely in bore with no perceptible
side movement.
3. Check by-pass valve spring for damage and
distortion; check spring free length:
Spring free length = 60.0 mm (2.4 in).
I recently did some research and it depends upon particular application. Some covers may have both, possibly for the oil cooler equipped engines. The by-pass valve is on the filter side. OH manual has illustrations, R&R and inspection info, same for both. O-rings may be the only parts needed.

There’s only one spring and cup assembly in the cover

Thanks for the feedback!
I had referenced the attached picture which showed a valve on both sides.
i will pick up a package of (25) 19 mm x 1.5 mm Viton O-rings from McMaster Carr (PN 9263K852).
I'll have 23 extra if anyone needs them.

Updating for 2022 readers.

For what it's worth, my 2003 had valves and springs exactly as pictured here when I tore it down. And when I put it back together, of course. 2003 Disco 2 with v8, no oil cooler.
