When you clean the throttle body and intake, you are introducing stuff into the combustion chamber that is not normally present, and that is what fouls the plugs. Also, like Spike said, there is carbon and all kinds of crap that if coming loose and can also stick to and cause the plugs to not want to fire.

You already changed the plugs. Good. Change the wires too. Search around, there is a thread detailing how you can change the plug wires the easy way.
