You should research the 3M rust Avenger, it is fairly expensive. But it converts the rust into a more stable surface, so no need to get 100% cleaned off. Really interesting product, you end up with a black, almost plastic-y surface. I have not used it for larger surfaces, but on smaller areas it works great.

I have a friend with a barn garage and 4 post lift. We are going to attempt POR15 as it is easily available at the Canadian Tire stores.
1) POR-15 comes in gloss black and semi-gloss black. Any thoughts on what works best?
2) They come in diferent sizes. Is one-gallon for the whole frame and axles?

Similarly not a huge fan of POR15. If you use it, don't prep the surface. It likes the rough surface to adhere and won't stick to a prepped surface.
I've had the best luck out of plain old brush on gloss black oil base Rustoleum. Wire brush first and lay on a real nice heavy coat.
I go with gloss because it rinses down easier. Less texture for salt and the like to adhere to.
