Default Power steering leak

Is it possible that my ps is leaking from these two holes? This appears to be highest, most forward possible source, are they holes or something else?

Looks like those holes are there to help remove the retaining clip for the end plate, so should not leak from those holes. The end plate is sealed with an o-ring, so that could leak.

Maybe add some stop leak before going for a rebuild. Clean well and inspect with a mirror. Pinpointing PS leaks can be difficult, input and output shaft seals are usual suspects.
