Programming Fog Lights

I recently picked up a 2002 Disco II SD with right around 135,000 miles on it. I'm in the process of replacing parts that don't work and adding some bits to make her my own, and one of the things I am trying to get working brush lights that I have mounted to my brush guard. Mine didn't come from the factory with fog lamps, but of course the wiring, etc. are in place, so I figured, why not? I have added the needed fog lamp switch above the rear fog switch and made sure the connections (blue vs. green) are correct, I added the needed fog lamp relay and confirmed that the 15a fuse is intact. In addition, when I run a relay test with my HawkEye, the brush lights come on without any problem.
So, my question is this: How do I make the connection between the fog lamp switch and my brush lights? When I push the switch, nothing happens (no green LED light and no lights from up front). I have tried using my HawkEye to change the settings (from "no fog lights" to both of the other 2 options) in the BCU, but the change does not save, and it goes right back to "no fog lights" if I back out of the menu.
I have also read that I might need to take it to a dealer to have them reprogram the BCU to accept the use of fog lights. That said, I contacted a local independent and my local Land Rover dealership, and neither of them had any idea what I was talking about. I gave them both more detail, and they both said that they could do nothing to change the setting in the BCU.
Any help/guidance/advice would be appreciated.

Not sure on your answer, but for what it's worth;
my 04 has factory foglights, and intially, they worked, then quit completely. I programmed them different ways with the Hawkeye next.
They worked when I tested the circuit, but won't work anymore otherwise.
I haven't had time to dig any deeper with it yet.
