Can a 99-02 fit a 03-04 and vice versa? Will this bumper fit with a Steering guard?

I have a 2000 and my ARB came off of a 2003 with a bad trans. The ARB bolted right up. I remember something about crush cans on the 2003-2004 that need to be removed or installed? Can’t remember which. Someone will chime in.
