I replaced the actuator and haven't had a problem since.

Since yours will unlock, it is more likely a lubrication issue rather than the actuator being "bad"

Try the lube instructions listed above.

Mine will not unlock. Only lock.
I will still try the lube though..

I've been living with mine only locking - not unlocking for a few years now. Let us know what you find out.

I had my handle get stuck a few weeks back and I poped the emblem out and cleaned and lubed it up. - That worked like a charm for the stuck handle. But still stuck with the locking - no unlocking actuator.

Maybe i'll fix my actuator and flip my tire carrier when I go to the larer tires. =)
