Rear Fogs won't turn off.

The amber "active" light is lit on the rear fog light switch, and the rear fogs are lit, and no amount of pressing the switch will turn them off. I should preface this by saying that they are only active when the parking/headlights are on, and they shut off when I turn the parking/headlights off.
I've even taken the binnacle off and made sure the connections are good, as well as replaced the binnacle and switches with one pulled from a salvage yard.
I'm hoping this doesn't point to a BCU problem, and instead points to a relay stuck closed.

I snagged a handful of relays while at the junkyard this weekend from an '03 Disco, so I'll try this to see if I can get a response.
I'm curious if maybe the bulbs that have been installed are the wrong wattage/amperage for the rear fogs and maybe that has cooked the relay.
I've replaced a couple of the brake light and other bulbs and they've all been "odd", not the typical 1156/1157 in most older American vehicles.
I'm just going to order all the correct bulbs for the back of the truck and replace the relay. Maybe that'll cure it.
If other recommendation fail to fix it. Switch may be bad. It's a non-latching type. Contacts may be stuck together which would turn them on with other lights. Switch can feel good and still be sick.

I am using the Sylvania Zevo 1156/1156R LED's in my D2. The proper incandescent bulb is a P21 5watt, but the Zevo 1156R is 1watt so it'll work fine. 1156 in the rear fogs = to many watt's and it'll melt your lens/housing eventually. Sounds like a stuck relay to me.
