P0413 SAI vacuum solenoid valve not connected, open circuit
I'd be looking at connector or wire harness issues. The valve gets + battery volts on the brown with pink wire, when key is switched on, along with lots of other things. The ground is supplied by the ECU when it wants to operate the valve (start up, and other times) on the black with blue wire. Since the valve is an electric coil inside, the ECU can "sense" if you have unplugged the emission system.
So at connector C0880 you should have 12 volts across it when valve should be operated. 12 volts from brown&pink to ground whenever key is in position 2. You could have a broken wire at connector or in harness.

I know that the SAI system runs performance tests periodically, I don't know if it "infers" that the solenoid valve is unplugged from the cable, or if it actually sends a supervisory current thru it. Obviously, if ECU "exercises" the valve, and looks for a change; a cracked vac line could "fool" the ECU. A good point Dr. jfall.

As far as those vacuum valves, is there a way to clean or lub them up? I took both of mine off and they had some carbon built up and don't open as easier as I think they should. I keep getting codes P1412/P1415 or P1414/P1417. I changed the SAI pump and wonder how long it's gonna last before it stops working because the valves aren't opening as they should.
