I suggest that because 90% of all rough running engines is because of worn out plugs and wires.
And being that his sisters truck is a '04, which means that it is 5 years old, and using the US average of 12,000 miles per year per car that would put approx 60,000 miles on the truck, which is right at the begginning of the time when plugs and wires wear out and need replacing.
Now had he posted the miles on the truck in his original post I would have suggested something else.

Clear the codes, start using premium gas and see what happens.
Make sure that you tell her that if she does not use prmium gas the truck will nickle and dime her to death and it will never run right.

Ditto,
Clear the codes, put some good premium in and maybe a little carbon free or seafoam in the tank.. More than likely the problem is coming from using 87 gas, rovers don't like it, it doesn't burn well, and causes carbon to build up on everything past the fuel injectors. Cylinders, rings, valves, and all exhaust including o2s, and catalatyc converters..

Didn't mean to step on any toes. It seemed like a quick diagnosis, and I didn't want him to run out and spend the money for wires if they wouldn't solve his problem..

I can't speak for everybody, but I don't have the budget to replace parts that don't necessarily need it.
