Bad diodes in the alternator, poor ground connections, maybe even an overcharged or undercharged battery can cause a speaker whine. Check your alternator output, ground connections and battery condition.

He's talking about with the TRUCK AND RADIO OFF. I think both you and spike are missing that critical detail.
