Does the hazard lights flash, if they do then the inertia switch is tripped.
With a hundred dollars buy the cheapest thing, a volt meter. You can check voltage and resistance. That is what you want to start with first.
But here is a kicker. tap on the wiring to the ecu under the pass side of the dashboard. If it starts then its the wiring. seen it once or twice. But with a voltmeter you can check to see if stuff is getting power and ground and has good resistance. if you can find a small bulb you can check amp draw by checking to see if lights up a brake light bulb.

So its been a few weeks....
update:
Got the truck towed to a local garage, he hooked it up to a computer, got some codes, refused to fix it.
Had the truck towed to local LR dealer:
Got same codes. Found out why the original mechanic didnt want to touch it...
ECM needs replaced.
Total estimate to replace ECM(plus towing)
$2300.00
Last i checked, the truck wasnt really worth much more than that.
So i checked back on these forums about replacing the ECM with a used unit. I have gathered so far that the part number of the used ECM must match the existing one. Roverlandparts sells a used unit for less than $500, so this seems like a viable option to me. Im assuming the unit is behind the glove box. Must the glove box come out to replace it? I think i also read that the new-to-my-truck ECM must be reprogrammed by the dealership?
Since this thread was started, i picked up a part time job(on top of full course load) to at least attempt to pay to get this thing fixed. $500 for a part, my time to replace, and some towing fees is possible, $2300 is not.
Or am i just wishful thinking i can do this myself?

Do you have the Rave manual? If not, you can download it at www.landroverresource.com
It will show you how to get to the ECU. The ECU will need to be programmed by the dealer. Don't know what it will cost.

Just out of curiosity, any idea what could have cause the ECM to go bad in the first place? Or is it something that just happens with a Disco with 125k+ miles? I understand unfortunate things can happen at anytime with any vehicle, i just want to make sure i keep an eye on anything that may help prevent it from happening again. I have learned alot about Discos the last month, and only like the truck more. I want to drive it as long as possible!

Finally my story comes to an end!
New to me, ECM installed and reprogrammed. Truck runs great!
And maybe as a bonus, my state inspection and emissions was due next month so i decided to get that taken care of too. To my surprise, all i needed was a license plate bulb and a rear wiper.

Sounds like NY I used to live there. It depends on the inspector. One would fail you and you go to another place and they pass you. I remember one night I got pulled over and the cop said my license plate light was out. I said it can't be because I just had it inspected that day. He said it wasn't part of the inspection. I looked at him and asked, "So why am I being stopped?"
