Send the heads out to a machine shop and have them refurbished. You are this far along, don't cut corners.

Having had my Rover torn apart and in pieces in the garage, just a short three years ago, I 'kind of' know what you're going thru. I packed my heads up in a large cardboard box, taped the hell out of it and hauled it up the steps of a public transport bus to get them to the machine shop. I was penniless, Roverless, feisty and determined....but I fondly remember those days as good times.. wouldn't trade them for the world.
PS.. that hammer is too close to the heads for my comfort..

I agree with Abran. I'm told the LR factory had some serious quality control issues with the cylinder heads... springs upside down, etc. Take them to a creditable machine shop who has worked on these heads before, get a proper 3 angle valve job, resurface done for 300-400$ and you will have better than new heads.
And just to be absolutely clear, you tighten all the bolts in sequence to 20Nm, then you turn them all 90 degrees in sequence, then you turn them another 90 degrees in sequence.
That's if you're using stretch bolts. If you replaced them with studs you will follow the manufacturer's guidelines.
Did you use copper coat on the gaskets? Some people swear by it; others say to avoid it.

cant make the head flat. The rods are pishing it up. Should we tighten the head first? So the rods push to the cam. Will the head flatened?
Don't forget to check lifter preload when bolting on the rocker shafts. If the heads or block were skimmed, then shims may be needed under the rocker pedestals.
The RAVE describes all of these steps, in the appropriate order.
