Default Valley pan question

I removed the valley pan from my '02 Discovery II, and in the process, discovered that the lower manifold bolts weren't torqued. In order to torque them it looks like I'll have to remove the fuel rail, but I see no reference to pulling it in the manual or forums. How do you torque those bolts to 38 lbs if you don't have clearance for the torque wrench?

For this I have 3/8" torque wrench I use. It fits in between the fuel rail and manifold to allow me to do it. I don't take the injectors out unless I'm having a problem with them.

This morning I bought a 13mm six-point swivel socket and that worked out great. I was able to take the bolts down to 38 lbs without removing the fuel rail. I'll have it all back together tomorrow and my screaming engine will be silenced at last.
