Don't think I'd go with rain x again. It's not staining, but the wax makes water behave differently around my spray nozzles and leaves noticeable marks.

I would claybar those panels to clean them up and make sure the rust isn't coming from contaminants that are embedded in the paint. Followup with a polish and sealant. Another product you may want to try it Iron-X. It will dissolve rust w/o damaging the paint.

You were right. I finally got around to clay barring and re-waxing last night and the clay bar took the rust spots right off (with a little elbow grease).

You may find it's the sun on wet windshield washer fluid has damaged the clearcoat laquer spray. It happens. This stuff is an excellent paintwork protector but the paintwork needs to be cleaned and spotless before applying it. You will need toget all of the tar spots off with white spirit first as you'll never get them off afterwards.
