Silicone the threads on the 308. As far as getting the baffle out of the tube, what happens is the carbon build up essentially glues the plastic baffle in to the tube. You can loosen it up usually with carbuetor cleaner which dissolves the carbon and get it out intact, but not worth the effort, just run a drill through it and be done. If you don't have a drill you can do the carb cleaner thing. Might take a couple of days.
As for the valve cover side... is the baffle going to be in the hose or stuck in the valve over? I don't want to risk anything falling into the cover obviously.

The baffle will be inside the piece you pull from the valve cover. Pull it out of the valve cover and drill it out with a 5/16 drill bit or thereabouts. The "baffle" is what you are removing. All the plastic crap inside will fall out, leaving you with a hollow tube. Reinstall it in the valve cover. I pecked it in with the end of a hammer handle. Reinstall the hose. That end is done.
