A freshly charged battery will hold a surface voltage of about 12.7 volts (if checked immediately after charging and hasn't had an draw applied). A battery that has lost it's surface voltage, by just sitting or being used once or twice, will be 12.4 volts.

11.8 volts should give you some sort of cranking, granted slow and not for long, but should turn over your engine some.

Also, removed the starter on 03 without removing exhaust. Take a small pick and clean the allen head bolt before attempting to remove. And tapping the allen headed socket into the bolt helps too...it makes the allen seat deeply for best contact surface and helps shock the bolt some.

All done. Starts every time! Did not mess with the exhaust. Hardest part was fiddling with the heat shield. Good thing was when I had my new engine put in earlier this year all of that stuff was removed. The bolts had already been broken loose at that point. That definitely made it go smoother I think. Thanks for all the advice guys!
