Default LOCKED REAR AXLE

Tried to set off this morning but the rear axle seems to be locked (cant move !)

I have noticed sympton of apparent handbrake sticking for the past week or two when first moving off (its been very damp and wet)

Is this likely to be a brake problem or something more sinister (diff, vcu ??)

I have jacked up individually each of the rear road wheels and both do not turn both locked on the driveshafts. If it was the brakes
would one wheel turn like on the driving wheels of a 2wd car ?

any advice greatfully received.
