Need to replace ABS Unit?

Default Need to replace ABS Unit?

I’m totally ignorant of electrical diagnosis and would welcome some advice please.
I have an ’07 Freelander 2, with 70k miles on clock .Two warning lights (ABS & HDC) have appeared and the cruise control does not work. I've tried HDC and it does not work; on braking hard the ABS 'whine' cuts in but I cannot hear the 'ticking' ...
The Garage says they ran a diagnostic test and the answer is 'fault code C0044-28 brake pressure sensor new ABS hydraulic unit required'.

How accurate is the diagnostic procedure? (Does it run through ‘what if’ scenarios/steps?) There seems to be a lot on the web about faulty sensors, etc, (‘three amigos’) so is it possible that this is just a sensor/relay/fuse?
A new ABS hydr. unit is very expensive so I want to make sure this is what is needed before I commit...

I believe I had that originally when a vehicle was new a vehicle had no brake lights as well. It turns out it was the internals on the abs module. The sensor is inside the module.

I expect that is why the entire unit must be replaced?
