Year ? And if you start from home and drive for an hour or two, AC works fines and is cold, as long as you don't stop for a few minutes?
Some later Rovers have a cab temperature sensor inside the dash, that could get fuzzed up or be bad, and that may skew operation. Certain models have a double sunlight sensor to offset for changes on one side or the other of th truck. If one side is "bad" it uses the other for both sides, and if both out it uses "0".

I've tried to run my a/c compressor near the end of winter to make sure it would work for summer, and it would not kick on. I could not figure it out at the time, but once it became warm outside, the RR decided to turn it on. Your outside temp sensor is probably causing the issue. You can override the automatic system by pushing the temp controls on both sides to their lowest setting "LO", and by selecting re-circ. I've noticed that even in cold weather, the a/c compressor will kick in when re-circ is selected to keep the windows from fogging.
