New fuel pump is in and fuel pressure is reading 37 to 38 PSI. Still hard to start and running rough. Fuel pressure drops to zero when ignition is turned off. Any ideas. Also coolant temp sensor is reading 145 ohms at room temp. Going to replace that tomorrow.

Not sure where to go after that.

Thanks again for any input.

Fuel pressure should not drop quickly
you'll need to narrow the leak down to the fuel pump check valve, fuel pressure regulator(if it has one) , or leaking fuel injectors..

Wanted to give an update. Got starting and rough idle problem fixed. Mass Air Flow Meter was bad. Rover starts great and runs alot smoother.

New Problem. Idles high. 1600 to 1800RPM. No obvious issues with linkage or cables. This morning was doing it. I drove it about 10 minutes and shut it off, waiting about 30 seconds and started it up and idles fine and around 800. Drove another 35 minutes to work and still idling at around 800 to 850.

Is this an issue with the TPS or IACV?

IACV, perhaps you can just clean it with carb cleaner.

My car did exactly the same thing. Turns our the spark plugs needed replacing. If that doesn't work for you then try replacing crankshaft positioning sensor ($70). Its an easy fix. Don't let the mechanics roll you over.
