Default Steering wheel tilt and telescope not working

hello i have a 2005 ranger rover hse that i recently purchased and i have no function with the toggle that control the tilt and telescope of steering wheel. i have read about the various steering column problems. but with mine i can press the old owners seat memory buttons and the steering wheel will move a tiny bit, one will make it telescope out a small bit the other will tilt down a small bit. also when i unlock the vehicle with my remote key the steering wheel comes out a small bit and tilts down a small bit, but barely anything. right now the steering wheel is a little too high up for me so im looking to resolve the issue. i have already replaced the tilt/telescope toggle itself and didn't change anything.

i jumped the gun and made some purchases online -
QYH500030 - motor housing bracket
QYL500010 - grease
but one thing i wasn't able to find was -QME500100 - steering column tool.
question is do i actually need this tool or could i fashion one myself.

if these are the parts i need, has anyone had this problem and resolved it themselves?
