I have an issue where I have plenty of heat from my floor vents but the majority of the time I have cold or cool air coming from the dash vents. There are times that I get heat from them but the majority of the time I do not.

 

You might want to read though a similar/different thread linked below. There's also a test you can do on the controller. Is yours doing this on both sides? The other day noticed mine had a low flow of cool out of LH face vents while RH low flow was warm. I never would've noticed without placing my hand right up to it. You will probably find it's best to live with it unless bothersome.
