Default 02 discovery a/c problems

I have a 02 discovery 2 and recently the blower motor on the a/c randomly quit working for about a week and now won't work at all, I've tried a new blower motor, resistor, and a new control unit and am now sick of throwing parts at it. Any ideas would be greatly appreciated. It is reading 12 volts at the blower motor but it does not run?

That is what forums are for, if you have a problem, you ask first instead of throwing parts at it.
Can you use a jumper wire to start the fan?

I removed the blower fan and hooked up jumpers straight to the battery and it the fan worked fine. I checked the fuses under the hood and under the steering wheel and that is all I know to do. Thanks for the quick response
