1996 Disco engine locked.. Help!

Exclamation 1996 Disco engine locked.. Help!

O.k. I have a 96' Disco and have tried several codes to get the engine unlocked, I have tried the generic 1515 and a few others, I have found another handwritten code in my manual but it doesn't seem to help, I have lights and everything else just no motor start, no turn over either. just replaced the battery cause it's winter here, looking for other options cause we have had 5 snow emergencys this month and they just declared another today for some stupid reason (hasn't snowed in 3 days)(Merry Xmas), I am sick of having to tow it or push it around the corner so as not to get ticketed and towed. any suggestions would really help out my xmas day. Thanks ahead of time to any and all who can suggest any kind of key code or other idea, I do not have a key FOB with the buttons either.

What do you mean it is locked up, will it turn over, just not start? Have you reset your inerita switch, how about your alarm?

Headlights work, alarm works too, I think it's the engine immobiliser code for the door I need, it was having no problem with starting and running before changing the battery, fuses are good, battery has been triple checked to make sure its good. I have not reset my inerita switch, what/where is that?
So I have power just no starter noise, engine will not even crank, just a quick short series of clicks from under dash passenger side.

shift it into neutral to see if it will start.

plus on those if the alarm is tricked it will blink rapidly on the dash.
