Rear brake light behaving strangely - noob here and to the D2 so happy to ask a dumb question.

A) my rear brake lights only work when the key is on to the ACC or engine running. Is this normal? Most cars brake lights work without the key on.

B) Rear Brake lights work fine with lights off - when I turn on parking or headlights, left rear light goes completely out when I step on the brake. Is illuminated for the regular lights, but goes out when I press the brakes. Right and center brake lights function normally. YES - I have replaced the left rear bulb. What am I missing?
