Does anyone know if I can fix this problem and also how would I get the door panel off to do so?

check the fuse, and swap the switch to rule out anything else first. if it still doesnt work than you need a regulator. download the RAVE manual its the workshop manual for your truck. its free at http://www.landroverresource.com/

actually you can take the regulator out of the right front to see if it is the regulator if you don't want to use a volt meter.

I don't know if the DII is the same, but on the D1 if the cubby panel switch is bad, the switch on the door won't work, and vice versa. So if you're swapping a switch from and door where the window works, swap out the door switch, see if it works and if it doesn't swap the cubby panel switch.
Also, the electrical manual on RAVE will give you the wiring to the switch so you can check to see if you're getting voltage.
On my 95 when a rear window failed on a trip (failed in the down position with a storm coming) I was able to jumper the pins with power and get the window up.
