Default 98 discovery fuel system problem

My 98 discovery would not start a few days ago. My mechanic decided it had to be the fuel pump. The mechanic deemed it fixed. When I went to pick it up after replacement it wouldn't start. It has the same symptoms as before the pump was replaced. The starter turns over but it never picks up. Clearly it is not getting fuel. I am getting frustrated. Could this be a relay switch or sensor? Any ideas would be appreciated!!

Have someone turn the ke on and off a few seconds at a time while you get close to the fuel tank. If you hear the pump running the pump, relay and everything is fine. Check for spark. If no spark its poss. but i have to check it migh be a crank sensor. can someone verify if the 4.0l has a crank sensor, i think it does.

If you are getting spark and you verify the pump is kicking in, next item I would check is the fuel filter.
