Default Disco 2 starter keeps turning over after started

I have a 01' Disco 2 and the starter gets stuck turning over after the vehicle is already started. when i shut it off the engine turns off but the starter keeps going. i can turn the key back to on and it'll start the engine without turning the key all the way to start. it does this till it blows the starter fuse. I've already changed the starter

Either your ignition switch has gone bad, or the starter relay (is there a starter relay on these trucks?) is sticking and not releasing.

X1 could be the ignition switch not releasing, more like the relay holding in (defective) or the solenoid failing to release once engaged. Start with the simple stuff, the relay and then the solenoid and finally the ignition switch.

If all this fails take it to an auto 'sparky' for the pro knowledge

disconnect the low voltage wire from the starter soliniod and reattach it . if it stops your soliniod is hanging up,
