low brake pedal, brake lights always on

Default low brake pedal, brake lights always on

The pedal sits so low it doesn't ever depress the plunger on the stop light switch to turn it off (or the cruise control button).

I checked the brake pedal pin is in the right hole or at least if I move it to the other hole, the situation is worse.

The car has new rotors, pads and fluid several thousand miles ago. New servo more recently. Fluid is between min and max. Brakes work.

Bad master cylinder? Years (many many years) ago, my first car had the same problem. Diagnosis was the seal on the piston in the master cylinder was shot, allowing it to just float back & forth without applying any pressure. That car had manual brakes, but it's just a thought.

98 discovery

I bled the brakes, still no improvement

If I pull really hard on the pedal it will just engage the stop light switch. That's what I don't get. If it was a hydraulic problem I thought I'd be able to pull the pedal, but it's held firmly from returning any further. If I pull the pin, then the pedal returns easily.

I ordered a master cylinder. I can't think of anything else, unless the booster is too short.
