Default an odd set of issues

my 92 rover is idling rather high and is running very rich. it is making alot of soot. when you give it any throttle. i just replaced the ICM on it could that be a factor. the timing is correct. the timing also dosn't seem to be affecting this. weather i advance or retard the timing. an it was running fine after i replaced the icm. it just started this little tantrum today.

my rover has the 3.9l v8 .
