Programming Remote Key?

Default Programming Remote Key?

Ok so I went to the Land Rover dealership near me to get a spare key. I REALLY wanted another remote key but at $200 for the key and 1/2 hour service fee to program it - I got a valet key made.
Is it possible to buy a key and the remote off Ebay and get it cut at the hardware store and program it yourself? The guy at the dealership just cut my key from the old one (no vin needed - which I thought was strange).
I have a 2001 Disco SE7 so the key is not chipped or anything.
I would also like to know if I can change the alarm codes myself.
I want to change the alarm so it locks the doors automatically. Per the manual, it should do this (if selected) when the vehicle exceeds 7mph.
Would all this be in the service manual? I should be receiving my wiring diagrams and service manual in the next couple of days.

Yes you can but you must make sure you get the code number for that FOB, without it, it can not be reprogrammed.

Also is there a procedure written down somewhere?

Security reasons? If you can program a new key with only one key anyone can effectively make an extra key and you wouldnt know about it. If the system requires you have both it reduces the chance of that happening.
