Random whistling noise - HELP!

Default Random whistling noise - HELP!

Every once in a while, our Range Rover makes this whistling noise. Sometimes it's soft, sometimes it's loud. Sometimes it's steady, sometimes it's beepy like morse code. It seems to happen more often when there's a passenger in the car with me. Sometimes the whistle continues once we turn off the car!! Sometimes it starts as we're opening the door to get IN the car before we ever sit down and start it!!! It almost sounds like some sort of feedback from the radio or electrical parts - but even when the radio is off it will still do it. We had this same issue with our last Rover (2003 or 2004?) too.

We find it weird that with both our Rovers we've had this problem - but I can't find any reference to it anywhere! Any idea what it could be?
