Default VSS Problem?

I have 99 disco I.

When I speed up on freeway it runs fine, until I reach 80 mph. When I let go the gas and speed down to 70 mph then I try to speed up car, it loses all the power, engin does not want to pick up. So I let it slow down to 55 then it will run fine again.

I changed VSS last night, there is no change in condition. However when I pulled VSS, there was some kind of oil between connectors. Is that normal?
Is that oil there for purpose? Or should I clean that out?

Is this tune up problem? Because it seemed to make some differance when I changed fuel filter.

Please help with all your expertise.

80 mph in a D1? You are a brave soul. Is the check engine light on? Have you pulled the engine codes?

doesn't really sound like a VSS problem, was the speedo bouncing back and forth from speed to zero? also its prolly eletrical connector greese in that connection (electrical connection, right?)
