What's up with this throttle cable?

Default What's up with this throttle cable?

I opened the black bag from Rover's North (Proline) that I bought a couple years ago. I hope I didn't get a defective part. Why isn't the spring housing closed like on the cable that I'm replacing?

It's a D1. The new cable was a 'Pro-Line' from RN. I installed it to see if it would work that way, but it was undriveable. I put my old cable back. I'll see if they will replace it. I'm not sure I understand the purpose of the captured spring. It doesn't provide a return or anything. The cable moves freely in both directions. There is a light return spring on the pedal and the main return spring is on the throttle body. I'm guessing the spring is just supposed to push on the cable housing so that it doesn't need a positive attachment to the bulkhead.

I had to re-install the original cable. The reason I wanted to replace it is because the plastic snap fitting that holds it in the bracket at the throttle body has one of the four tabs broken. It's still functional. I purchased this replacement cable from RN three years ago, so they refused warranty. I believe the supplier is Britpart -- which has obviously supplied the piece with horrible quality control, putting their customers at risk. I've had throttle cables fail while driving, and I can tell you, it's a very, very serious danger. Because I don't trust a replacement part, I will epoxy the spring housing myself, and then secure it with safety wire.
