Default LR2 no fan after shutdown

Hi, my apologies, I'm not experienced or knowledgeable, but I've taken my car to two garages and they cant find the problem. The LR2 sometimes does not start - the starter motor turns over but the engine doesn't fire. I previously thought it was the MAF sensor and so replaced it... same problem. I have recently noticed that the fans no longer stay on after shutdown and the problem is more likely to happen if the car is hot (I live in UAE). I'm a little confused as to change the fan control module or the ECM, or may an engine temp sensor? I see both fans run when the engine is running.
Any tips would be greatly received. Thank you

Have you had your battery tested? How old is it? These things are too unrelated to have anything to do with the ECM.

If your coolant temperature sensor is reading low the ECM will not think after-run is necessary.
