This will not work with an already locked column but will work fine with a functioning steering lock. Another solution is to use JLR SDD with required cable and simply remove/delete the steering column lock from the CCF (car config file) but that requires a steep learning curve and some monetary cost. The emulator is the way to go IMO. Good luck with whatever you choose!
One other thing, if you were to replace the steering column lock with a new or used one, you would still have to code it to the BCM using JLR SDD so, again, the emulator is a slam dunk solution.

So you're saying this emulator should be installed on a working steering column to prevent the problem in the first place? It doesn't work if the column is already locked, which I thought was the purpose?

My research has indicated that it's a very common fail point for older FL2/LR2s and the proper solution can be quite expensive and time consuming. My research has also indicated that it does not always override the lock code stored in the BCM. Multiple threads on freel2.com, some with success and some without in using the emulator with the column already locked. Consider my suggestion as pre-emptive since this OP has the error popping up and it renders the car useless once triggered and he now has eliminated (in the interim) the error and the emu is a dirt cheap fix.

I used a combination of a dremel and a multitool AKA vibratool to cut a slot and used a flathed srew bit in a small rachet. Worked like a charm and took about 45 minutes. A lot easier than pulling the whole steering column. I would note that when you reinstall the unit make sure it is in locked position with the locking pin out. I tried the other way and it showed the same old fault and it wouldn't start.
