Yes, when key is rotated to off position vehicle immediately shuts down.

Briefly poked around today at the LR3.
The only way it will start is when starter relay is jumped ONLY when the flashers not on and hvac does turn on.
Anything related/common between the flashers and hvac?
Did find some mouse droppings on the top of the radio when pulled.
Inspected the surrounding wiring and found no visual damage.
All contacts on the connectors were perfect.
I have to be missing something simple.

Hate leaving an open ended thread.
It's alive! :-)
Made a mistake, took it to a local "Indy specialist" only to have it sit on his lot untouched for 6 months. Thankfully I didn't need the LR3, just annoying the guy kept jerking me around.
Finally called Lucky 8 and had them look at it.
Thankfully Tim their tech had the knowledge and patience to work on it.
Found no medium speed CAN bus communication, which equaled no start.
Tim diagnosed the instrument cluster as being faulty.
Found a used one with less miles (necessary as it will reprogram to the last highest mileage stored) and fortunate Tim was willing to re-flash it with a GAP tool (apparently it is a PITA).
After new (used) cluster, it would start each time with the key. Finally!
Still had a crap load of errors and a large looming E displayed on the cluster.
Had LR3 towed home, couldn't tie up shop time anymore, they wanted it out. lol
After poking around and a tip from Tim that a scan showed "oil sensor failure", found that a rabbit gnawed the sensor wire off. (see pic)
We never noticed because the rock plates were in place and covered visual inspection.
When soldered together (used heat shrink with adhesive) and double heat shrink.
Stared up immediately and the big E was gone.
Had a few additional maintenance items to complete from sitting so long, but all is well. Drives better than my now gone 2007 LR3.
My daughter drives it mostly and loves it (less the 15.5 MPG lol).
I enjoy hoping in it and my better half, she likes the room.
Might be a keeper!
Makes a nice backup vehicle.
Thanks to all who offered help.
Hopefully this thread may assist someone in the future.
Didn't have much to work with. My EE background helped
What the!!!

I just had a cluster (F) Failure in July on my 07' LR3 with 73k miles. Intermittent starts and crazy codes listed with the GAP tool. 1700 dollars later- new cluster and reprogramed. That is a major issue with newer cars. Quite frankly, a "failed" Cluster should not occur without significant damage to the vehicle (accident, wear, age). That small failure turned my LR3 into a glorified paper weight.
