I'm far from an expert in identifying problem sounds. When my CV started to go, I don't think it was quite that pronounced, but it's hard to tell. I don't remember ever driving that slowly Sounds like yours is about once per revolution?

That does not sound like a CV to me. Maybe it's just the audio on that clip amplifying it but CVs usually are more rapid and not that harsh sounding. That sounds almost like something catching on the wheel or binding up/releasing on each revolution. It's certainly loud enough/regular enough it shouldn't be too hard to run down.
